A method and an apparatus for securing QOS in a portable Internet system are provided to enable guaranteed end-to-end QOS of each service, thereby providing differential services to users according to each service feature and using network resources efficiently. A method for securing QOS(Quality of Service) in a portable Internet system comprises the following steps of: acquiring a wire identifier GRE key mapped to the wireless identifier CID(Connection Identification) of a service flow acquired from an uplink IP(Internet Protocol) packet one to one if the uplink IP packet is received from a subscriber terminal; including the GRE key into the uplink IP packet; transmitting the uplink IP packet to an ACR(Access Control Router); acquiring a wireless identifier CID mapped to the wire identifier GRE key of the service flow acquired from a downlink IP packet one to one if the downlink IP packet is received from the ACR; including the wireless identifier CID into the downlink IP packet; and transmitting the downlink IP packet to the subscriber terminal(S630,S632).
