PROBLEM TO BE SOLVED: To provide a nitrogen-containing saturated heterocyclic compound, which is considered to be useful for preventing and treating obesity, hyperlipemia, etc., and exhibits an acetyl-CoA carboxylase inhibitory action. SOLUTION: Provided is a nitrogen-containing saturated heterocyclic compound which is represented by general formula (I) (wherein Y is CH or N; R1 and R4 are the same or different, and an aryl and heteroaryl which may be substituted, a 1-6C alkyl which may be substituted with hydroxy, a 1-6C alkoxy or the like; R2 and R3 are each a hydrogen atom or the like; m and n are each 1 or 2; X is CO or SO<SB>2</SB>; and A is a 1-10C alkyl which may be substituted or the like), its pharmaceutically acceptable salt or its hydrate.
