PROBLEM TO BE SOLVED: To provide a rotary encoder, a phase difference measuring device and a sending-out device using these devices, capable of detecting relative deviation of rotation of two detecting object rotary bodies with a simple and inexpensive constitution. SOLUTION: This rotary encoder has a first rotary plate rotating interlocking with the first detecting object rotary body, a second rotary plate rotating interlocking with the second detecting object rotary body, and one optical detector applying light, when arranging the first rotary plate and the second rotary plate so that its first detecting object pattern and the second detecting object pattern become a state of moving in the same direction by mutually opposing in the same position, to a first detecting object pattern and a second detecting object pattern oppositely moving in that same position, and outputting an electric signal corresponding to the quantity of light by receiving the light obtained by the light application. A phase difference detecting device outputs information on a phase difference of the two detecting object patterns from output information of this rotary encoder. COPYRIGHT: (C)2008,JPO&INPIT
