A fuel filter element for an internal combustion engine having an improved water separating and dust capturing performance is provided to efficiently remove dust and moisture contained in fuel for an internal combustion engine by bonding hydrophilic media to the outer peripheral portion of a filter element. A fuel filter element for an internal combustion engine having an improved water separating and dust capturing performance comprises hydrophilic media(5). The hydrophilic media is disposed on the outer peripheral portion of a filter element to separate moisture and dust from fuel. The hydrophilic media has a pore size of 5mum to 150mum, weight of 20 to 500g/m2, air transmittance of 3 to 2000cfm, a fiber diameter of 1mum to 50mum and thickness less than 7mm. The hydrophilic media includes one selected from the group consisting of meltblown non-woven fabric, thermal bonded non-woven fabric, spunbonded non-woven fabric, chemical bonded non-woven fabric, spunlaced non-woven fabric, air raid non-woven fabric, filter bed and foamed sponge.
