PROBLEM TO BE SOLVED: To autonomously establish radio relay without interference in OFDMA. SOLUTION: In an OFDMA radio system having a subscriber station, one or more relay stations and a base station which stores the subscriber station and the relay stations, each relay station uses a part of subcarriers with small noise + same channel interference power measured in an area on the subcarrier and on time which the base station does not transmit nor receive among a plurality of subcarriers included in a carrier wave used by the base station to which the relay station belongs for transmission or reception to or from the subscriber station belonging to the relay station in the area and the base station provides time from which the number of used subcarriers is reduced when a relay station first appears in subordinate of the base station in a state that all the subcarriers included in the carrier wave are used.
