PROBLEM TO BE SOLVED: To estimate an evaluation value relating to information of which evaluation value is not decided within a group. SOLUTION: An estimation apparatus is provided with; an intra-group keyword feature evaluation value calculation part 412 which obtains keyword evaluation values for each of a plurality of time periods of the keyword concerned by using an evaluation value for each of a plurality of time periods of information containing the keyword concerned for each of a plurality of groups, for each of a plurality of keywords; an inter-group similarity calculation part 413 for obtaining similarity among a plurality of groups; and an outer group evaluation value calculation part 416 which receives a request for an evaluation value relating to specific information for which an evaluation value is not set from a certain group, performs weighting of similarities of other groups to a certain group to keyword evaluation value for each keyword of specific information in other groups, obtains the evaluation value of the specific information, and sends it to a certain group. For a latest time period in a certain group, the inter-group similarity calculation part 413 makes a similarity of a time period which indicates that the highest similarity among respective time periods of other groups, the similarity of other group to a certain group.
