A culture solution of photosynthetic bacteria is provided to show whitening, keratin removing and skin-caring effects, thereby being useful as a therapeutic agent of a respiratory diseases, a therapeutic agent of a skin disease, and a cosmetic with excellent skin whitening and keratin removing effects without side effects. A skin external application composition comprises a culture solution of photosynthetic bacteria which are at least one selected from the group consisting of Rhodopseudomonas capsulata, Rhodopseudomonas sphaeroides, and Rhodospirillum rubrum and are formulated into a detergent, a shampoo, a rinse, a skin softener, a skin moisturizer, and a scalp caring agent. The composition further comprises a thickening agent selected from the group consisting of carbomer and xanthan gum. Further, a concentration of the bacteria is 1x10^4 to 1x10^9 cells/ml.
