<P>PROBLEM TO BE SOLVED: To compensate a phase difference between I arm and Q arm and a phase difference between Data and Clk with high accuracy. <P>SOLUTION: An oscillation circuit 101, a phase shifter 103a and a phase shifter 103b fluctuate a phase of two data signals at the predetermined frequency. A phase modulator 106 performs phase modulation based on two data signals whose phase fluctuates at the predetermined frequency. A monitor part 114, a TIA 117, a band pass filter 118, and a synchronous detection part 119 extract the component of the predetermined frequency from the modulated signal by the phase modulator 106.
