<P>PROBLEM TO BE SOLVED: To efficiently carry out supply of an oxidizer and discharge of an unreacted oxidizer and a reaction product. <P>SOLUTION: At an oxidizer chamber 15, an oxidizer supply passage 17 in order to supply the oxidizer to an oxidizer electrode 12, and an oxidizer discharge passage 18 to discharge the unreacted oxidizer and the reaction product from the oxidizer electrode 12 are independently installed to each other. Then, air as the oxidizer is pressurized by a compressor, and supplied to the oxidizer supply passage 17. By doing this, the oxidizer can be supplied efficiently to the oxidizer electrode 12 while the reaction product and the unreacted oxidizer formed in the oxidizer electrode 12 can be discharged efficiently.
