PROBLEM TO BE SOLVED: To provide an image forming apparatus using a toner having a high average circularity, and capable of stably obtaining a high-quality image with good cleaning property and a good transfer rate, and a toner and a process cartridge for use in the same. SOLUTION: The image forming apparatus 200 includes an image carrier 11, a charging device 12, a developing device 13, a transfer device 6 for directly transferring a toner image to a recording material 100 conveyed by a transfer belt 60 or carrying out primary transfer onto a transfer belt and secondary transfer to the recording material 100, and a cleaning device 14 in which a cleaning blade 141 and a brush roller 144 are arranged, wherein the toner has an average circularityΨof 0.93-0.99 and the image carrier 11 has a friction coefficientμs satisfying the relationship of friction coefficientμs≤3.6-3.3×average circularityΨ.
