PROBLEM TO BE SOLVED: To provide a suspicious person monitoring system identifying suspicious persons in a timely manner without imposing heavy burdens on monitoring personnel and the like. SOLUTION: The suspicious person monitoring system is configured to identify suspicious persons among people entering a predetermined monitored area 2. When a person enters the monitored area, the system automatically identifies the person and regards him or her as an identified target; thereafter, the system identifies a suspicious person by tracking the behavior of the identified person to be monitored in the monitored area. The suspicious persons is identified by tracking behavior by a monitoring device 5 using monitor data obtained from monitor data collecting means 4a, 4b, 4c, and the like provided respectively in monitored zones 3a, 3b, 3c, and the like that are set in the monitored area.
