PROBLEM TO BE SOLVED: To correctly measure predicted brightness after a fixed time, even when having any brightness characteristic, and to obtain the precise predicted brightness. SOLUTION: A reference characteristic line determining means 56 acquires a plurality of detection brightness values of a luminous plate B serving as a reference time-serially until reaching the fixed time (20 minutes), and determines a reference characteristic line of expressing a relation between a lapse time and the brightness. The obtained reference characteristic line reflects correctly the detection brightness on a surface to be measured in the luminous plate B serving as the reference, over the fixed time, and the predicted brightness after the fixed time of another surface to be measured is accurately calculated based thereon. An expression of the reference characteristic line is obtained approximately based on the detection brightness on the surface to be measured in the luminous plate B serving as the reference, and the expression of the reference characteristic line is thereby determined accurately over the fixed time, even in the luminous plate B of different kind.
