PROBLEM TO BE SOLVED: To provide an apparatus and a method capable of translating a stream recorded in a limiting format, where format conversion from a first format (MPEG-TS) to a second format (MPEG-PS) can be done, and seamlessly connected into a second stream. SOLUTION: When a stream recorded in a limiting format, where format conversion from a first format (for example, MPEG-TS) to a second format (for example, MPEG-PS) can be done, is translated into the second format, overlap of voice information of two system streams at a seamless connecting point is eliminated.
