PROBLEM TO BE SOLVED: To provide a high-strength steel plate which does not reduce its strength even when having been subjected to stress relief annealing for a long period of time after having been welded, and has such excellent weldability as not to form cracks during being welded. SOLUTION: The high-strength steel plate comprises 0.05 to 0.18% C, 0.10 to 0.50% Si, 1.2 to 2.0% Mn, 0.01 to 0.1% Al, 0.05 to 0.30% Cr, 0.01 to 0.05% V respectively and the balance iron with unavoidable impurities, while satisfying the following expression (1): 6.7[Cr]+4.5[Mn]+3.5[V]≥7.2 (mass%), wherein [Cr], [Mn] and [V] represent contents (mass%) of Cr, Mn and V respectively.
