The circuit (300) has a high voltage generating unit (340) for generating a high voltage (VPP) at an output terminal (OUT) depending on an activation signal (CS). A control unit (320) monitors a level of the high voltage, and generates a control signal (CS1) based on the monitoring result. A regulator (330) generates a high voltage measuring current (IS) for measuring the high voltage depending on the level of the high voltage, for controlling the control signal, and for generating the activation signal. The regulator includes a reaction rate, which varies based on strength of the current. An independent claim is also included for a high voltage generating method.
