A waste toner recovering device and an image forming apparatus having the same are provided to increase a waste toner loading efficiency by making the height of waste toner loaded in a waste toner storage container uniform overall and to improve the space availability of the image forming apparatus. A casing(113) includes waste toner inlets through which waste toner is introduced. A waste toner storage container(117) communicates with the waste toner inlets within the casing and stores the waste toner. An actuator(115) is attached to a lower surface of the waste toner storage container and protruded to the outer side of the casing. An impact applying member(114) applies an impact to the actuator. The waste toner storage container is combined along an inner wall surface of the casing, and made of a plastic film. The casing includes an upper casing where the waste toner inlets are formed and a lower casing detachably combined with the upper casing. The waste toner storage container is combined to the upper casing.
