A cleaning solution supplying device is provided to prevent contamination of surrounding facilities and reduce manufacturing costs by minimizing bubbles generated during supplying of a cleaning solution to a cold rolled strip and constantly maintaining a level of the cleaning solution in a storage tank, thereby preventing overflow of the bubbles. In a cleaning solution supplying device for a pre-treatment apparatus that removes rolling oil remained on a surface of a strip, the cleaning solution supplying device comprises: a plurality of guiding grooves(120) longitudinally formed on an outer peripheral surface of an end portion of a supply pipe(100) piped into a storage tank(2); supports(220) which are inserted into the guiding grooves, of which one ends are bent to move the supports in a state that the supports are caught on the guiding grooves, and which have catching members(230) fixed onto bent portions thereof; a disc-shaped solution receiver(200) which is fixed to lower ends of the supports, and of which an inner part is empty; and a gas filled in the solution receiver. The solution receiver is made of rubber as an elastic material, or a waterproofing fabric. The gas is air or an inert gas. The device further comprises a cap(110) attached to a position on the outer peripheral surface of the end portion of the supply pipe higher than those of the guiding grooves.
