A retro-reflecting unit and a retro-reflector comprising the same are provided to perform retro-reflection with retro-reflection efficiency more than a fixed level for all incident lights regardless of an incident angle. A reflection corner(1) comprises a pair of reflection corners(11,12) contacting with a vertical face angle. A pair of triangular vertical reflection planes(2,3) are formed on both ends in edge direction of the reflection corner with a gap below a half of vertical height, and both sides contact with each corner reflection plane with a face angle of 90 degrees. Retro-reflection devices(E) are densly arranged with a regular pattern.
