An apparatus for manufacturing a plasma display panel is provided to prevent a thickness of a fluorescent substance from excessively getting thick or getting thin by changing a screen mask according to particle diameter of a fluorescent substance material. Plural screen masks(220) have openings(221), which are arranged in a dot matrix form. A fluorescent substance applying unit(200) applies a fluorescent substance material(230) to an upper portion of the screen mask. A pressurizing unit(210) pressurizes the fluorescent substance material which is applied to the upper portion of the screen mask so that the fluorescent substance material is arranged in a discharge cell of a plasma display panel by passing through the opening. A diameter of the opening of at least one of the screen masks is different from a diameter of the opening of another screen mask.
