PROBLEM TO BE SOLVED: To provide a relay device which can block transmission of a connection request suspected to have been transmitted from a worm. SOLUTION: The relay device includes: a packet extraction part 11a which extracts a connection request packet and a connection response packet; a response waiting database 21 where destinations of transmitted connection request packets are stored till corresponding connection response packets are received or a certain time passes; a number of destination calculation part 11b which calculates the numbers of destinations from which responses are waited for, per transmission source address with respect to destinations stored in the response waiting database 21; and a transmission suppression part 11c which discards a connection request packet without transmitting it when the number of destinations from which responses are waited for, for a transmission source address of this connection request packet has reached a preliminarily set threshold.
