PROBLEM TO BE SOLVED: To provide a heat retaining mat which prevents the part below the ankle from getting cold, and can keep the feet tips warm by shutting out cold air from a floor and shutting out cold air in the surroundings touching the feet tips. SOLUTION: For keeping the feet warm, long hairs are planted on a floor mat, a bag-like cover which wraps the feet tips is provided on the tip end of the mat, hairs having a length capable of wrapping the feet are planted inside this bag-like cover, and an insulation material is provided on the sole side. Furthermore, a double-sided adhesive sheet is provided on the floor face side so that the position of the foot tip heat retaining mat does not move by easily slipping when it is placed on the floor.
