A high speed exciting device (140) for deflecting a charged particle beam by applying a high voltage from a pulse power supply connected through a coaxial cable thereby exciting the charged particle beam at high speed comprises a kicker electromagnet (150) being equivalent to the circuit element of a concentrated constant circuit, and deflecting a charged particle beam passing through a penetrated space by forming the space penetrated in the traveling direction of the charged particle beam and by applying a high voltage to generate a magnetic field instantaneously in the penetrated space, and an auxiliary circuit (160) constituting a matching circuit in combination with the kicker electromagnet (150) and matching the input impedance of the matching circuit to the characteristic impedance of the coaxial cable connected with the input terminal of the matching circuit.
