PROBLEM TO BE SOLVED: To provide a toner which prevents an external additive agent from being buried, therefore prevents over-time degradation of toner quality and gives stable images, and a toner which adapts to a low-temperature fixing system while retaining removability, has good offset resistance and gives stable images over a long period of time, and to provide a two-component developer using the toner, an image forming method and an image forming apparatus. SOLUTION: The toner is obtained by mixing host particles containing at least a colorant and a resin with hard fine particles, wherein an inorganic oxide-based region is allowed to exist partially on a surface of the host particles.
