An apparatus and a method for transmitting and receiving signals for channel sounding are provided to measure the state of a channel exactly in a MIMO(Multiple Input Multiple Output) channel environment by using a chaotic sequence. A signal transmitter(100), which transmits a specific signal to a signal receiver(200) that measures the state of a channel, comprises the first storage part, the second storage part, and a sequence generation part. The first storage part stores a preset gain value. The second storage part stores a preset initial state value. The sequence generation part, which stores a function to implement a chaotic sequence, applies the gain value and the initial state value to the function and generates the first chaotic sequence. The sequence generation part applies the first chaotic sequence and the gain value to the function and generates the second chaotic sequence. The sequence generation part transmits the first chaotic sequence and the second chaotic sequence to the signal receiver through an antenna.
