PROBLEM TO BE SOLVED: To restrict a change of pushing force of a feed roller with respect to the highest sheet independently of the number of stacked sheets. SOLUTION: The recording medium feeding device has: a coil spring 106 for raising a vertically movable bottom plate 102 by elastic force; a feed roller 120 provided to reciprocate between a first position P1 and a second position P2 higher than the first position and to be brought in contact with the highest sheet stacked in the raised bottom plate 102 and moved to the second position P2 and to be rotated in a first rotating direction to feed the highest sheet from the bottom plate 102; a coil spring 181 for energizing the feed roller 120 toward the first position P1 so as to push the sheet on the raised bottom plate 120 to the bottom plate 102 with the feed roller 120; and position regulating means 105 and 107 for regulating position of a raising position of the bottom plate 102 when the feed roller 120 moves to the second position P2.
