PROBLEM TO BE SOLVED: To immediately make speech communication even when a receiving side portable telephone can not be contacted because the portable telephone is outside a service area or is disconnected from the power, without applying a load to a core network in a mobile communication network. SOLUTION: A control part 8 provided in the core network 3 transmits a message to the effect that a receiving side portable telephone 1 can not receive an incoming call to a calling side portable telephone 5, transmits calling history to server 7 provided outside the core network and stores the calling history when the receiving side portable telephone 1 can not receive an incoming call. When a base station 2 detects that the receiving side portable telephone 1 can not receive an incoming call, the control part 8 makes line connection between both the calling side and receiving side portable telephones 1 and 5 with reference to the calling history stored in the server 7.
