PROBLEM TO BE SOLVED: To provide an electronic watermark embedding system capable of easily calculating position of an embedded unit without using a random number generator. SOLUTION: The electronic watermark embedding system sequentially embeds a plurality of information bits in pixels of an image or units of a block and is provided with a horizontal/vertical increment determination means 3 for determining embedded horizontal/vertical increment according to the number of embedded horizontal/vertical units of the image and an electronic watermark embedding means 4 for embedding positions at a second information bit and afterward at positions obtained by being sequentially added by the horizontal/vertical increment determined by the horizontal/vertical increment determination means and embedding, when the added positions are overflown from the image, the embedding positions at positions transferred from the opposite side of the image by an overflown portion to obtain an image after embedding electronic watermark when a plurality of pieces of embedded information are sequentially embedded from a position for embedding a first information bit.
