PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor capable of improving a product yield, especially at manufacturing stage and heat resistance in soldering (especially when using lead-free solder) after manufacturing, and to provide a method of manufacturing the solid electrolytic capacitor. SOLUTION: In the solid electrolytic capacitor, with a plurality of aluminum single-plate elements 6 arranged laminated, the plurality of aluminum single-plate elements 6 have a cathode section 8, where a dielectric oxide film 2, a cathode layer 3a, a carbon layer 3b, and a silver paint layer 3c are formed successively on the surface of an anode body 1; and an anode section 7 is extended from the cathode section 8. On the surface of the dielectric oxide film 2 on an end face 21 which is opposite to the end face onto which the anode section 7 is extended, an insulating resin layer 16 is formed.
