PROBLEM TO BE SOLVED: To still more sensitively measure Raman scatter light having weak intensity, even where laser light of intensity not so intense as to damage a specimen is applied to the specimen.

SOLUTION: This surface-strengthened tool for vibration spectral analysis for performing vibration spectral analysis is equipped with first and second substrates, the first substrate being fitted with a backing film 12 on which projections 11 or columnar structures 16 are formed. This tool is characterized in that a side of the first substrate with the projections 11 or columnar structures 16 formed thereon and the first substrate are disposed opposite to each other.
