PROBLEM TO BE SOLVED: To provide a telegraphic message transmission/reception system capable of recovering a telegraphic message with excellent transmission efficiency. SOLUTION: A telegraphic message transmitting section 101 of a telegraphic message transmitter 100 transmits a telegraphic message after giving a serial number thereto. A retransmission request receiving section 102 of the telegraphic message transmitter 100 receives a retransmission request and instructs the telegraphic message transmitting section 101 to stop transmitting a new telegraphic message, A retransmission section 103 of the telegraphic message transmitter 100 sequentially transmits telegraphic messages after a serial number included in the retransmission request. A telegraphic message receiving section 201 of a telegraphic message receiver 200 judges whether the serial number added to the received telegraphic message and a serial number of the last received telegraphic message are continued and if it is judged that they are not continued, even when a telegraphic message of a serial number other than the next serial number is received, it is discarded until a telegraphic message of a serial number next to the serial number of the last received telegraphic message is received. If the serial numbers are not continued as a result of the judgment made by the telegraphic message receiving section 201, a retransmission request section 202 of the telegraphic message receiver 200 transmits a retransmission request including the serial number next to the serial number of the last received telegraphic message.
