PROBLEM TO BE SOLVED: To carry out release processing after a device, which performs CODEC conversion, is caught to give guidance before the start of speech communication and to perform initialization processing between wireless network control devices on an origination party side and a termination party side when a wireless LAN service and a voice speech service are performed with one number. SOLUTION: Signals, which serve as a trigger to start initialization for information exchange as to CODEC between origination-side RNC2 and termination-side RNC7, are sent out from origination LMMS4 to carry out initialization, whereby a time required for starting speech communication can be shortened even when a guidance voice is sent out.
