<p>Disclosed is a cosmetic composition having a moisturizing effect and a high capability of inhibiting hyaluronidase activity. The cosmetic composition comprises a combination of at least one member selected from sulfated cellulose and a salt thereof and a polyhydric alcohol. The cosmetic composition enables to further improve the moisturizing effect and the capability of inhibiting hyaluronidase activity of sulfated cellulose. The cosmetic composition may further comprise an electrolyte having a pH-buffering ability to improve the stability of the cosmetic composition.</p>
