PROBLEM TO BE SOLVED: To provide a communication controller capable of transmitting a message containing a text, an image, etc., as an answer message to an originating terminal, and an electronic mail creation method. SOLUTION: A switch-board 110 judges whether a terminating terminal 304 can receive an outgoing from the originating terminal 301 on the basis of termination possible/impossible state information. When a mail server creation server 100 judges that the terminating terminal 304 can not receive the outgoing from the originating terminal 301, a subscriber information acquiring section 102 acquires an electronic mail address corresponding to the telephone number of the originating terminal 301 from a subscriber information storage device 305. A mail creating section 104 creates electronic mail including a predetermined message addressed to the acquired electronic mail address, and a mail transmitting section 105 transmits the electronic mail.
