The insulator (3, 106) is formed on the surface (2a, 101a). The conductor (4, 108) is formed on the insulator (3, 106). The semiconductor light-emitting elements (5, 102) are mounted on the projection portions (8, 115). The semiconductor light-emitting elements (5, 102) are electrically connected to the conductor (4, 108) via connection members (25, 116). The sealing member (7, 105) covers the insulator (3, 106), the projection portions (8, 115), the semiconductor light-emitting elements (5, 102) and the connection members (25, 116).
