PROBLEM TO BE SOLVED: To provide a surface-mounting base in which sealing glass is prevented from being cracked, and to provide a surface-mounted oscillator that uses the same. SOLUTION: A surface-mounting base 3 for an oscillator comprises an insulation base 4, constituted of a casing wall including a through-hole; sealing glass 6 that is filled into the through-hole; and a J-lead terminal 5, wherein the lead terminal 5 comprises a holding part 5a for a crystal element 1, exposed on one principal surface of the sealing glass 6; a through-part 5b, including a projection 8 abutted against the inner periphery of the casing wall through the sealing glass 6; a mounting terminal part 5c, isolated from a bottom surface of the casing wall; and a flap part 5d elastically abutted against an outer peripheral surface of the frame wall for clamping the casing wall, together with the projection 8. In this surface-mounting base for oscillator, a projection 11, abutted against a tip end surface of the casing wall, is provided in the mounting terminal part 5c of the J-lead terminal 5.
