PROBLEM TO BE SOLVED: To provide a manufacturing method of a developing roller, capable of easily manufacturing the developing roller capable of stably applying carried toner to a photoreceptor, by preventing adhesion of toner, and to provide the developing roller manufactured by the manufacturing method, a developing device which is provided with the developing roller and capable of preventing developing irregularities and printing irregularities due to the developing irregularities, and to provide an image forming apparatus. SOLUTION: The method of manufacturing the developing roller 510 has a surface layer forming process of forming a surface layer 512, which is made of a metallic material and whose hardness is higher than that of a metal tube 511 on the circumferential surface 511a of the metal tube 511 and a recessed portion forming process of forming a groove (recessed portion) 2 on the circumferential portion of the metal tube 511 on which the surface layer 512 is formed, by a rolling method, after the surface layer forming process.
