PROBLEM TO BE SOLVED: To provide a sheet folding device and an image forming device having a compact mechanism arrangement capable of applying the process of folding a sheet to a fixed size to be bound in a fixed size folder and opening a punch hole to a large number of large fixed size sheets. SOLUTION: The sheet folding device comprises end face folding means 3, 32D for returning a part blocking a punching part by folding when opening a hole for binding by folding the sheet to the fixed size to be bound in the fixed size folder, bellows folding means 4, 4D for folding the returned sheet in the transverse width or the longitudinal width of the fixed size, first punching means 101, 101D for opening binding holes in the bellows-folded sheet to the transverse width of the fixed size, second punching means 107, 107D for opening a binding holes in the bellows-folded sheet to the longitudinal width of the fixed size, and a sheet processing setting means 411 which sets the bellows-folding mode based on the sheet sizes A0, A1, A2, etc., and the carry-in posture, and setting one of the first and second punching means to the binding holes.
