PROBLEM TO BE SOLVED: To enable a test signal generating device and a testing method of a video apparatus to detect even an abnormal state at a black level side in a luminance signal processing circuit, a color signal processing circuit or the like when applied to the distortion detection of color signal and the level adjustment of a color signal or the like by visual inspection. SOLUTION: Displays W and BL of white reference and black reference are respectively provided in the direction of crossing band-shaped displays W, Y, Cy, G, Mg, R and B respectively adjacently to the band-shaped displays W, Y, Cy, G, Mg, R and B formed by sequentially starting an RGB signal entirely or partially to a predetermined signal level.
