PROBLEM TO BE SOLVED: To provide a compact and inexpensive developing device where a gap between a rotating sleeve and a blade in a developing unit is efficiently and accurately controlled so that it is not changed while the rotating sleeve rotates, and an image forming apparatus. SOLUTION: In the developing device 10 having the rotating sleeve 13 and the blade 11 regulating the thickness of a powder developer layer formed on the sleeve 13 and using powder developer, the blade 11 has an end face 17a opposed to the outer peripheral surface of the sleeve 13 and an abutting member 12 abutting on the outer peripheral surface of the sleeve 17a is provided at both ends of the end face 17a.
