Provided is a program creation supporting device, which can create programs using a common label name between the individual PLCs and multiple CPUs in a control system and which can simplify a work to assign a device and a work to correlate a label to the device. The program creation supporting device comprises a label-device correlating unit for extracting such a common label from the control programs of individual control devices as is correlated to the device corresponding to a memory shared between the control devices, for judging it for the common label with reference the control program, which control device writes the data and which control device reads the data, thereby to create the common label write/read information, for classifying the common label to be written by the control device, for each control device by using that common label write/read information, and for correlating the common label and the device address for each of the classifications.
