PROBLEM TO BE SOLVED: To achieve shortening of warm-up time and improvement of power saving in an image forming apparatus. SOLUTION: The heat roller 52 used for the fixing device of the image forming apparatus includes a base body 31 having cylindrical shape and made of electric insulating synthetic resin, a film type heater 33, and a releasing layer 37 having high releasing property to toner. The film type heater 33 includes: a heat resistant insulating layer 34; a heating element 35 formed on one side surface of the heat resistant insulating layer 34 to have pattern shape comprising a plurality of lines and generating heat by application of voltage; and a heat transfer layer 36 formed in a surface state on the other side surface of the heat resistant insulating layer 34. The film type heater 33 is interposed between the base body 31 and the releasing layer 37, and also the base body 31, the heating element 35, the heat resistant insulating layer 34, the heat transfer layer 36 and the releasing layer 37 are layered in this order outward in a radial direction. Power per unit time given to the film type heater 33 is made to differ between when the heat roller 52 comes into contact with paper and when it does not come into contact therewith.
