PROBLEM TO BE SOLVED: To prevent waste of resources assigned for guaranteeing the communication quality (QoS) of its own device when the communication quality of an opposite party terminal is not guaranteed. SOLUTION: A radio communication terminal is provided with a QoS determining section 173 for determining whether or not the QoS of first radio communication to be performed between itself and a first base station as a connection destination base station is guaranteed and determining whether or not the QoS of second radio communication to be performed between a second base station as a connection destination base station of the opposite party terminal and the opposite party terminal is guaranteed; and a QoS control section 174 for requesting the first base station to release the guarantee of the QoS of the first radio communication when it is determined that the QoS of the first radio communication is guaranteed and the QoS of the second radio communication is not guaranteed.
