PROBLEM TO BE SOLVED: To provide a cutter capable of elongating a life while maintaining an initial sharpness, and a manufacturing method thereof. SOLUTION: In this cutter made by jointing a chip 3 having an abrasive grain layer 4 on an outer periphery of a discoid substrate, the abrasive grain layer 4 is continuously arranged in a radial direction and a thickness direction of the chip 3. Also, the plurality of abrasive grain layers 4 are arranged in an peripheral direction of the chip 3. Furthermore, the abrasive grain layers 4 are exposed to both sides of the chip 3. Such a method for manufacturing a cutter includes a step for bonding abrasive grains on a surface of a sheet made of an organic material, a step for arranging the sheet adhered with the abrasive grains on its surface in a mold, a step for filling metallic powder and a binder in the mold, in which the sheet is arranged, and a step for sintering the abrasive grains, the metallic powder, and the binder in the mold, so as to form the chip 3.
