PROBLEM TO BE SOLVED: To provide an actuator having a voltage applying member that is integrated with a dielectric elastomer, and that has a low operating voltage and proper responsiveness. SOLUTION: An actuator 1 is constituted, provided with a dielectric elastomer 2, and electrodes 30a, 30b comprising a plurality of voltage-applying members 3a, 3b arranged via the dielectric elastomer 2. The actuator 1 is activated, by applying a voltage between the plurality of electrodes 30a, 30b to deform the dielectric elastomer 2. The voltage-applying members 3a, 3b are formed cloth-like, with a stretch thread including coil-like thread made of carbon fiber, and is stretchable according to the deformation of the dielectric elastomer due to application of voltage.
