PROBLEM TO BE SOLVED: To prepare a bubble-containing viscous product in which bubbles are generally evenly dispersed to thereby provide a uniform quality. SOLUTION: There is used an agitation apparatus 10 which has a horizontal axis 14 extending horizontally and impellers 16a-16f projected toward the outside in the diameter direction of the horizontal axis 14. First, a mixture (viscous product) which at least contains cement and water is agitated by the agitation apparatus 10, and then a foaming diluent containing bubbles is added to the mixture. When the foaming diluent is added, the horizontal axis 14 is rotated and energized to turn the impellers 16a-16f to thereby disperse the foaming diluent (bubbles) into the mixture to form a cement-containing kneaded product CM which is a bubble-containing viscous product.
