A foamed rubber roller is provided to impart high wear resistance and cells with a uniform diameter to an elastic foam layer, thereby improving the quality of a toner feed roller, and to realize high cost efficiency and high productivity. A foamed rubber roller(10) includes an elastic foam layer(1) forming the external layer thereof, wherein the elastic foam layer comprises a thermosetting elastomer composition containing 100 parts by weight of rubber and 5-60 parts by weight of zinc methacrylate or a mixture of methacrylic acid with zinc oxide as a filler, and the thermosetting elastomer composition is foamed by a chemical foaming agent or a combination of a chemical foaming agent with a chemical foaming aid.
