PROBLEM TO BE SOLVED: To adequately obtain that a child is deviated from a previously designated area and is in a situation where no related parties exist in the circumference. SOLUTION: Terminal identification information, which specifies a mobile terminal held by the child and a mobile terminal held by an accompanying person who acts with the child, action expected route information, and action expected time information are predetermined in a monitoring device. The first position information is periodically acquired by indicating positioning to the mobile terminal held by the child. When the deviation of the first position from a position based on the action expected route information is detected, the second position information is acquired by indicating positioning to the mobile terminal held by the accompanying person. An abnormality report is transmitted to a waiting terminal when a distance between the child and the accompanying person, based on the first position information and the second position information, exceeds a predetermined distance.
