PROBLEM TO BE SOLVED: To provide a manufacturing method for a toner supply roller that has a conductive elastic layer in which an amount to which the surface of the supply roller is charged is restrained from changing with time. SOLUTION: A block of polyurethane foam is impregnated with an impregnating liquid containing conductive polymer and binder. Thereby the conductive polymer and binder are attached to the continuous air bubble wall of the polyurethane foam. After the block of polyurethane foam is dried, a metal core is inserted in the block. Then, the external face of the block is ground to constitute a circumferential face.
