<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine capable of efficiently and sufficiently oxidizing and removing HC desorbing form HC adsorbing material when oxygen is supplied into a catalyst by oxygen discharged by fuel cut and HC desorbing from the HC adsorbing material is oxidized and removed. <P>SOLUTION: When temperature of the HC adsorbing material 40 exceeds a predetermined low temperature zone and desorption of HC is detected, fuel cut is executed for a cylinder group (one bank) 20 corresponding to a short branch exhaust passage 32 in a plurality of branch exhaust passages 32, 33, out of a plurality of cylinder groups (a pair of banks).
