A lower fixture for an elastic support bar is provided to prevent an elastic bar from being bent permanently by preventing the separation of a flange from the surface when a flange is damaged by vehicle collision against an elastic bar and to prevent a soft elastic bar from being bent permanently by inserting a reinforcement device between a flange and an inner tube, thereby reinforcing a lower fixture. A lower fixture(2) for an elastic support bar is integrated with an elastic bar(1), and composed of a flange(3) projected to the lower circumference of the elastic bar to be opened downward, adhered closely to a road surface and provided with many anchor bolt pipes penetrated with anchor bolts(5), a reinforcement device(4) formed to the inside of the flange to penetrate the anchor bolt pipes and adhered closely to the road surface, and an inner pipe(11) formed on the outer circumference of the elastic bar and projected downward to make the outer circumferential surface in contact with a central through hole formed in the center of the reinforcement device.
